SB 380 – Decoupling Statewide Mastery Tests from Teacher Evaluation
The bill that would have decoupled SBAC scores from teacher evaluations did not pass in the Connecticut legislature.
Members of the Black & Puerto Rican Caucus threatened to filibuster an agreement reached by Connecticut Education Association, American Federation of Teachers – Connecticut, the Connecticut Association of Board of Education, Connecticut Association of Public School Superintendents and the Connecticut Association of Schools.
The compromise included a 3-year delay of linkage of SBAC scores to teacher evaluation while SDE studied a number of issues related to the test and established a waiver for districts that reach mutual agreement to proceed with linkage. The language clearly stated that only teachers in grades 4-8 teaching Math and English Language Arts could have their evaluations tied to SBAC.
